Spokesman Zenén Jaimes Pérez says the project monitored high schools for three years and that its 2013 survey showed “huge noncompliance” and “missed opportunities” to improve Texas “49th or 50th spot in voter turnout.”
Its survey found that principals were wildly unaware of the law and neglecting their statutory duty.
Of those schools that did voter registration at least once a year, only 56 percent submitted filled-out registration cards within the mandated five days; and only 32 percent provided registrants with receipts to prove they registered.
The 2013 survey found that 41 percent of superintendents said their districts never distributed voter registration applications at all and that 23 percent of principals never distributed applications in their schools.
